Our vendor presentation in July of 1999 was by the folks at Packeteer - who have a fascinating product that (essentially) allows you to take advantage of TCP flow control to throttle and prioritize your IP bandwidth. I've archived their presentation at this link (warning - it's a 2 meg .zip file)
